Rather than banning experiments with animals outright, I would introduce a grading of the severity of the experiment . A monkey being made to solve puzzles so that we can learn how it thinks is obviously a totally different kettle of fish than a monkey being injected with some painful disease .

I would the also create a grading of the usefulness of the experiments and demand there is some matching between the two .
This already exist. You can see that monkeys are almost all level 0 here
Level 0 is:
No constraint, e.g. observational studies:
Interventions and handling of animals for experimental purposes which do not subject the animals to any pain, suffering or injury, do not cause them to suffer fear and do not impair their general state of health;
Almost half of all laboratory animals are used in experiments in which they are only subjected to degree of severity 0.
