Never. Has been like this since April 1st 2003.

Before that date anyone wich wanted to get A1 had to pass the practical exam. Back in that days to get A you needed to have A1 for at least two years. The mandatory basic training was introduced 1991. (Disclaimer: Before 1976 other rules applied)
April 1st 2003 is the date when the system changed from A1 / A to A1 / A (25 kW)/ A and was also when the blue paper permit was replaced with the credit card sized version. All those who have A1 on the blue paper license will get A (35 kW) on the credit card license.
