These are called 'Mor Milagai'. They are chilies that have been marinated in yoghurt ( ideally a bit sour ) and then sun-dried. They are fried just prior to being served.
Google to get method of preparation. You will need to get chillies that are at least medium hot ( Aligro has some ) and you will need to oven dry them since the sun here is unlikely to be adequate.
