Is there a timeframe for the government to refund the portion of withholding tax one overpays following filing of the tax return?

Does it make any difference if the accountant is average (meaning is it a vanilla process or a top one is needed?)
The timeframe is for you to do a proper tax filing. If you just got here and will not hit 120k in 2020, call the tax office (cantonal) and tell them that you expect to be above 120k annualized and therefore would like "normal taxation". Worked for us when we got back here in Q3 18 and immediately (i.e. early 2019) got to do proper tax filing.
