I thnk it will be mainly about the "traffic light", i.e. defining thresholds that then trigger sets of measures.

The problem they will have designing this is that they basically make the decision for Friday already. Which increasingly look like closing of restaurants, leisure, potentially shops for areas above a certain R and with certain hospital levels.
