Your worry is completely legitimate and if you watch local media, it is being addressed almost daily. You aren't alone thinking this. We are in a country that allows people to raise their concerns, thankfully.

Last night the local news came up with an electronic vax "book", not sure what the EN term is, as opposed the usual paper 'livret de vaccination'. There were a lot of opposing views - who will have an access to yoyr data, how protected it will be, etc.

For your concerns (and I understand them), turn the evening news on. I doubt that people will be discriminated against. But you might have to increase the measures of social distancing, it looks like a logical choice. There is no way to criminalize if the vax is optional.
