I think it started with the impeachment of Clinton. It wasn't handled all that well and left the impression on many that it was a petty, partisan act. Because of that, Trump's first impeachment also seemed to be a petty, partisan act.
I think it's more because many Dems have been calling for one every time Trump went to the loo after his election. Slick Willie may have added to that somewhat, but generally speaking memories are to shortlived for a significant effect by Bill today, not with the next OTT headline chasing yesterday's.
