Sure, but they're in black-or-white therefore racist and no longer acceptable as evidence.

Was there a government worth speaking of in the Wild West to begin with? The term kind of negates that.

Overthrow is a common occurrence in war times, though not by the governed or limited to the town.

Battle of Athens:
Former GIs recently returned from WW2 forced the local government by gunfire + explosives to let them tally the ballots collected during the just-conducted elections. While the election of the new electees is said to have followed democratic rules, civilians using firepower against their local government to get their will done and replace it should fit the bill.
