On 22 January 2020, the members of the WHO Emergency Committee expressed divergent views on whether this event constitutes a public health emergency of international concern or not. At that time, the advice was that the event did not constitute a PHEIC.

If the members of the WHO Emergency Committee do not vote in favour then no declaration can be made, it was the member countries, like the US, that did the very rapid about-turn.
