I think it is best to keep things as is until the end of March - or re-open businesses and have schools carry out distance learning.
Before the new British variant it wasn't the schools that were "at fault". Kids have a relatively small bubble they live in - class colleagues, some of which are their closest friends too, a couple of friends, parents, siblings. They see everyday the same people. They usually walk to school.
Of course, that might have changed or could change now.
