I'm not sure what International Zone means. Is that specific to an airport do you think?
I'm in the UK for the moment, have a Swiss residence permit and hence can re-enter Switzerland, where my partner is, but I'm still not clear that I am allowed enter France by ferry and to make the short 8 hour drive through France to the Swiss border without having to self isolate in France. Clearly it makes sense to get me out of France and let me self-isolate in Switzerland, but common sense doesn't always apply!

Yes, I think this refers to airports. There is a similar text on the https://reopen.europa.eu site, where it specifically mentions the international zone of airports.

Good luck with your travel, your situation is the same as mine, except that I am not in the UK yet.
