The number of vaccinated people who catch the disease is xx% less than the number who would have caught it if unvaccinated, in a normal large sample of population.

Also remember that for those who still get it even when vaccinated there’s plenty of evidence that it is less severe, so positive impact is actually >xx%. (Same with flu vaccine, which can be quite low in strict "no flu" effectiveness but very effective against severe flu and hospitalisation)
