Not sure if this applies to all of Switzerland, but if you are in the German-speaking areas, I would recommend that you do not begin with a mail. Email just doesn't have the same general use, here, as it does elsewhere, and putting something in writing, about which one has not first tried to have a conversation in person, can be perceived as being unnecessarily confrontational.

Therefore, firsttalk to the teacher(s). And only afterwards write (ask them which address(es) they would prefer you to use), thanking them for the helpful first conversation, and summarising what you had said, and what you had understood, from Frau M and Herr Z, what the next steps would be.
It is a bit hard with covid regulations, in my child’s school, parents are not allowed in without an appointment, and they should not telephone except in an emergency, therefore either SMS, message, or email, is the only way to get an appointment.
Maybe if it is a brief email to request a meeting specifically about Y mobbing X that will satisfy both cultures?
