They searched our packages at Christmas time - but then never charged us customs fees so yeah, I'd lean towards it being dependent on who was doing the looking.
That has happened to us, too, although we didn't get hit for any charges. They just inspected the contents which were made up of toddler t-shirts and socks and a packet of chocolate buttons from his grandparents (which the miserable buggers had opened so I had to chuck them away and wash the items which had been smeared with chocolate ). My mum had marked the package "gift", too.
