Hi ....let me try to make it simple
Half Card : Get approx 50% discount on all rail, road and river public transport. Go for the one with Visa card (available for 120 CHF compared to the regular one for 150 CHF). Visa card is not only cheaper but also very handy in booking rental cars, buying special season tickets from SBB on-line.

Monthly Tram/Bus card: Unlimited travel in basel public transport.
If you are 25 or less then you pay only 45 CHF( instead of 67 CHF a month )and this can be purchased only from Barfusser plats. If older than 25 , then either barfusserplatz or SBB. If you purchase monthly pass for entire year at once.... you get 2 months off (you pay only for 10 months).
You don't get any discount on monthly pass even if you have half card so its kind of redundant.
The money you spend in the half card is recovered in savings from 2 or 3 trips outside basel

Special tickets: You can get special ticket for destinations outside basel (like Zurich, lucerne etc) very cheap like approx 10 CHF for round trip to zurich but the ticket is only for a particular train at a fixed time. This can be purchased on-line at SBB`s website with any credit card including the visa card which i mentioned above.

Or another option : May be you can get yourself a bicycle (may be used one for about 100 CHF) from flea market at peterplatz every saturday or Riehenring every Sunday.
If you like driving ...go for mobility membership trail for 4 months for local trips and Europcar for long trips. A group or 4 or more for a long trip makes europcar cheaper.
