I think your friend is mistaken. I had to buy a memory card for my phone, had just left the shop and gone downstairs when I realised it was the wrong one. Took it back to the shop immediately, unopened, and had a real struggle getting the money back. I did in the end, but the guy was pretty reluctant about it. This was in Fribourg. Also, I can't see any reason why the "French part " and the "German part" would have different return policies.
