To learn a language proper like, you need to understand the grammar.

These tandem learning ideas are becoming popular, but in my opinion only as an exercise to further your knowledge of the country and improve your (Now my memory has failed! I have gone blank: the number of words you know). People need to have a good basic command of the language, otherwise they are a waste of time and might unwitingly introduce errors.

Another problem is that if your French is weak, the other student will learn more than you do, and that way get more free "Lessons" while you stumble along trying to understand the difference between Gare and Guerre!
