It's the parent with the higher revenue who receives the allowance (even 10 Sfr hugher eh !)
But ONLY if that parent is working in the same canton where the child is attending school.

example:
Child goes to school and lives in canton Zurich.
Parent A lives in canton Zurich, has the higher salary but works in canton Argau
Parent B lives in canton Zurich, has the lower salary and works in canton Zurich

Parent B receives the allowance (new rules since last year)
