It is to prevent too much tailing for safety.
You will also notice:
(1) That the lorries are pulled off the motorway at laybyes on the ascent to the tunnel in Ticino and released by traffic light control to prevent large clusters of lorries together.
(2) At the entrance lorries will be seperated with cars between.

I believe these safety measures were put in after the tyre lorry burning in the tunnel a few years back. It seems to work as well.
