If that was the case, everyone would do it.
Its a long and expensive process to get a company started, something you don't do in a few days time.

I knew an American who wanted to set up a company with a Swiss friend. Luzern were happy, but the federal authorities rejected it. It's very difficult even if you have a respected Swiss citizen as your partner.

To be honest I would say it's right to impose some constraints, not many countries are that "hassle free" as the UK where you can start a company with a few quid, that to me is the exception. I fail to see why a person would get a permit just by starting a company....

Substitute "Foreigners" for "Americans" and I think you've got the answer.

My friend and I made a website opened a joint partnership bank account with and started doing small photography jobs. Customers paid into our bank account. Not that difficult.

The formation of a GmbH /SA/AG/Sarl is more or less a right for any EU / Swiss citizen. Who you have as partners is not relevant but if they are wanting a permit, well that is another story. And companies are registered by canton. Each canton has its own bureau for handing company formation and management. The Bund is not involved.
