That is a typical stinky, over administrative, heavy, EU rule.
I assume (hope) it does not apply to Swiss businesses selling to the EU.

Googled it, it seems it also applies to non EU based businesses and is called the non-union scheme

The law is changing so that you should pay VAT to the country of the buyer not the seller so if you are Swiss selling to someone in the UK, you are expected to pay VAT to the UK + other EU countries.

Daft EU idea, why should a company in a non EU country be a tax collector for the EU? And do this free of charge?
Anyway, how would the tax office know that someone in the EU had downloaded an ebook or similar?
And even if they did find out what could they do about it?

I came across it as I'm currently in France and wanted to use a service based in the US. Because of the EU VAT rules, they were unable to supply- I'll have to wait until I get home.

What I've been unable to find out is whether Switzerland has signed up to these rules. Switzerland has signed up to other VAT rules.
