Registering as Freelance guarantees Permit?

Hi all,
Im a hair professional and I want to freelance here in Schaffhausen.
Am I right to think that as soon as I register I get some sort of Permit?

Do you have a Swiss-recognized work certificate?

If not, you probably have to pass the exam (practical and written).

At the risk of this being out-of-date, since the hair styling occupation is not further regulated, a work permit is sufficient for EU-trained hair stylists to work in Swiss salons:

"Ist ein Beruf nicht reglementiert, ist keine Prüfung zur Gleichwertigkeit des Diploms notwendig. Eine Arbeitsbewilligung genügt. So kann z.B. in der Schweiz jedermann als Coiffeur oder als Buchprüfer tätig sein. In diesen und vielen anderen Fällen liegt es allein am Arbeitsmarkt und damit am Arbeitgeber, ob er einen Bewerber mit oder ohne entsprechende Ausbildung berücksichtigen will."

Interesting, as for Swiss, it depends on whether one has a cantonal or federal diploma, i.e. if you only have a cantonal, you can't simple move to another canton and work.

I wonder how that would work if one tried to get a job in the EU, with only a cantonal diploma?
