Designated smoking rooms and secondhand smoke

I know that the purpose of designated smoking rooms in corporate buildings is to give smokers a place to get their fix, whilst protecting others from secondhand smoke.

But in the building where I work, you can smell the smoke and feel its effects in the room below, which is where I'm now situated. It's really strong and I've long been sensitive to tobacco smoke, with a rough history that includes a particularly bad relationship with pneumonia and pleurisy. Others have complained about the smell although I don't think they're too worried about their health.

I did ask management if there was anything they could reasonably do to improve the situation but they said there's nothing that can be done. At this point, I may ask to get moved to a place outside of my department. I'm mostly just wondering if anyone else has experienced similar problems?

As far as I understand it, the federal law here allows employers to provide designated smoking rooms in the workplace as long as workers in adjacent rooms aren't inconvenienced. I have no idea what amounts to "inconvenienced".

From my experiences in Tokyo I can tell you it's virtually impossible to eradicate the smell emanating from smoking rooms. We installed ventilators with turbines that sounded like jet engines and we still couldn't eradicate it 100%.

If it really annoys you, purchase a cigarette smoke detector and see what results it shows. If it proves you right, send the receipt to HR and demand action.
