Well at least someone is amused! And I could make the message much shorter if necessary! These AL smokers!
A small story:I usually leave a bowl of fresh water in front of the entrance to our apartment block for our cat.Today there was a cigarette butt in the water. Everybody in our apartment knows its for our cat. What do you think-its there for the butts of dirty smokers?
Next time I will leave a bowl of cat food for the smokers if they are hungry. They should not mind. It smells much better than their breath.

Actually the assumption is a fair one, it wouldn't be the only instance where a bowl with water is intended as an astray. Instead of throwing the butt on the floor the orderly smoker threw it into the water bowl that may indeed be there for that purpose. Undoubtedly you'd complain about cigarette butt lying around otherwise.
Use a pet food tray instead.

Loads of cafes/restaurants and other places have a bowl of water outside for pets to drink from (without charge, I hasten to add).

On the Europaplatz is a square sort of bassin/pool. I told my brother that during Wintert one can ice skate on it. Whereupon he replies:"Ok nice, and during Summer it's used as an ashtray?" Unfortunately it really looks like that.

People get upset when the post(wo)man deposits the packet in the common area or even outside the house because it may get, ahem, "picked up" by someone other than the addressee.
People shake their heads in disbelief when someone parks the unlocked bicycle in public space fully expecting it to not get "used" by someone else, i.e. to not get stolen.
Is your mailbox locked? At all times? Why?
I'll leave it to you to connect the dots. Remembering however it's you who keeps falsely insinuating some on here, including yours truly, think Switzerland is paradise and impossible to improve a big sarcastic grin keeps popping up.

I'm not a smoker but I do have a cat and I have to say that if I saw a bowl of water outside an apartment building a drinking bowl for a cat wouldn't be the first thing that sprung into my mind.
Why on earth would you need to leave water out for a cat anyway? I've often seen bowls of water for dogs put out for dogs but never for cats.
On the other hand I don't think I would assume it was an ashtray either.
