The reason is simple: they say it that way because that's how the folks who do the German dubbed version of the Simpsons pronounce it.*
Funny, because the standard German pronunciation of the Greek name Homer is exactly as you would expect it to be pronounced in German ('hoh-meer').
*German dubs of almost anything drive me up the f••king wall. Germany appears to have no more than 10 voice actors per sex, so they all sound the same. And they seldom succeed in finding ones that capture the characteristic sound of the original voice. (Marge Simpson's dub is, IMHO, a rare exception.)
