"The other chap" was probably Plod 1's brother in law and he'd have had to give him a fine as well for wrong parking. Our golf pro would have noticed that he was being treated differently, would have asked "oy - why me and not him?" and then Plod 2 would have had to give Plod 1's B-I-L the same treatment..... sooo.... Plods 1 + 2 agreed to let our OP go, thus keeping the peace with Plod 1's wife

Having dealt with the police in the UK and in Switzerland, I'll take CH plod any time. Btw, they don't have rudeness here - speaking directly and telling you the rules is simply being helpful. They don't have courtesy either, but that's because there is no German word for it. (or for irony).

The guy on the other side probably just said to plod 1 - ah, just let him go. He's just a dumb foreigner and doesn't understand what you're saying. He was only there 45 seconds.

I'm curious too, I think Möpp may have nailed it.

My best bet is that the other chap who parked was pretty old and Plod 1 was going to get him, thought better of it and then said to plod 2 if we can't get old chap then we can't get golf pro??

it is about almost be treated like a criminal, almost crushed like a primitive animal, about abuse (almost!) of police power.

Btw you are lucky. I spent my first month paying altogether 750 CHF to the police for overspeeding, foul parking and running a red light. I hadn't gotten a single check since. Come on, you'll learn it too

I have no idea what or why this was all I know was I was lucky, I duly apologised and he continued to show his discontent.

Now I admit I was at fault, I broke a rule albeit for 45 seconds.

BUT IM NOT A CRIMINAL!

And I don't wish to be treated like one... All the while I politely spoke with him in my broken german he knew I was new in Switzerland, yet no sympathy, in fact he was very rude most definitely on a power trip.

We're not primitave animals and I don't wish to be treated like one but anyway, thats what happened to me today.

Just relax. Such things can happen. And the later arrival most likely was somebody of influence in Oetwil, who brought the police-chap to some reason

You have to pay police extra to be friendly, it's Switzerland after all
Policemen are not paid to be nice with foreigners who park their cars wrongly

Sorry, it seems quite logical to me:
infraction + getting caught = fine.

The OP was lucky that the police didn't follow the rules as he didn't get fined in the end, no? So your theory doesn't hold water I'm afraid.
