To be honest - it can be a very real bill.

So an easy solution: Write a letter explaining that the name/address is wrong and you assume it was supposed to reach you. Explain that you or your mother can possibly have been on the bus in Morges that day. Explain that there is proof for your claim. Invite them to make a "Betreibung" (sorry, i do not speak french - the official way to claim bills in Switzerland, they have a specific office for it. Since you have proof, they would lose big time.) In short: If you did not do anything wrong, you do not need to worry. All you need to do is to give them the info that they are wrong. If they continue to push for a legal thing - let them. It's free here and you will win.

They raise the bill - who cares? Here in Switzerland they are only allowed to add very few percent of Mahngebühren. Some not behave ethically and I described here what to do then:

If you have a "foreign" sounding name, perhaps the authorities decided to gamble in it being a visiting relative and just sent it to your mother on the off chance?

Sounds a bit Inspector Clouseau, but not much surprises me these days.

well in that case, that should be enough for a proof, issuing a ticket without asking for an ID.

Worst thing that will happen, is that they will send it to the Betriebungsamt.

Should that happen, go along and present your case to them, with proof it couldn't have been you as you were elsewhere (maybe get a bank/credit card statement to show where you were making purchases that day). If your case is reasonable, the Betriebungsamt will send the Bill/Accusation back to the original company and demand proof from them - they will almost certainly drop the case at this point.

I've had this once or twice from insurance companies not backing off - Zurich were trying to chase me for about 4200chf for my Car Insurance, even though i'd changed company - I went and showed my documents to the Betriebungsamt and they sorted out the rest...charge dropped. It is probably better to just wait and deal with the impartial people there if you get nowhere with the bus company employees.
