I have water noise machine and loud air purifier and doesnt block noise here
In the day street noise and neighbors so loud that with window open can't hear TV or someone talking to me on phone or someone come into my house
Ear plugs itchy ears and block some noises but make others more clear
They can only be short term solution
We are in small town but traffic of a town 60 times larger
