Safety concerns

This concerns me about safety walking the streets in Geneva, last 2007. is much safe than today. one of my friend are now in Geneva, he almost become the new victim of pick-pocket(its more like a modus operandi this people roaming around the city but in 2007, very few just asking for 1CHF, or cigarettes. now they hurt people in open place. does the police has the plan for this or any offense they did what is the sanction or penalties. jail?

nothing, they are to busy writing parking and speeding tickets.
I rarely walk alone during the night or in the bis cities
