I've never actually seen them doing anything other than riding around. Based on that, I can't imagine them dropping everything and running off to deal with some rant by some nutter that probably calls the police office 5-10 times per day.

I personally understand your fears in the light of the recent events in Austria, which others seem neither to have acknowledged, nor to care about, but let's hope the world it is not a place packed with nutters and the poor neighbour soul only wanted some attention. In his way.
Communication be it, as suggested by many.
As you got the advice you were looking for, maybe it is a good idea to kindly ask a mod now to close the thread, otherwise it will turn into something like "Dear Mr. Joos..." thread.

...this just reminded me of some years ago. My then gf (now partner) had a neighbor much like the one you described here, except that he was dressed like a Hell's Angel and skinny as a rake. Came at me yelling I couldn't park in the "Besucher" parking space. Smiling, I flipped him the bird while explaining I was a visitor and where the hell else should I park? He didn't know what to make of that and grumble-mumble walked away.

A week of so later when I parked, I noticed he was head-over in his car, screaming and cursing over something. I walked over and asked if he needed any help. He cursed on for about five minutes, pointing around at the interior. I looked in and he had the whole back seat piled high with junk speakers of every size and shape, wires twisted together all over the place, junk amplifiers hanging on the wires, screwed to the floor, doors, velcroed, taped, unbelievable heap that had apparently suddenly stopped working(?).

...I'll save you a description of the car, inside and out, something American.

I looked around and saw a wire running under a pile of beer cans on the floor. Moved the cans aside and sure enough, two bare ends sticking up not connected. I twisted them together and got a double shock, the juice in the wire and the blast from all the speakers coming to blasting life.

He was out of his gourd with gratitude, insisted I come in for a beer. (I will save you a description of his apartment). Turned out the guy was some kind of mad genius, but yeah, mad, but now effusively friendly.

Every time he saw me after that he was like a puppy, wildly cavorting around, wagging his tail. You never know about people, but rarely are appearances the whole story.

Apparently, the shock tuned you in to his wavelength and now everyone else sees you cavorting about madly cursing at crows and clouds.

Thanks everyone for the advice. I will try next to talk with some neighbours and find out some history (if any). I might try to talk to the guy also, depending on input of neighbours.

I would like to kindly ask you to not be offtopic. Also, I'd rather leave the thread open in case I need more advice later.
