I know what you mean about this. My wife's family live on the outskirts of Burgdorf in Bern, right near a steep street on one side & apartment blocks on the other, and it's not uncommon to come outside on a Saturday or Sunday morning and see a bike out the front...
Gets me annoyed every time!
