Regarding photographs of military installations in Switzerland. It is the same rules as for banks: Everything that is in plain public view can be photographed.

No, they here cannot claim "onwership of the photos" as the photos were not taken by them and were not taken with cameras owned by them
There was a case some years ago where a guy in Germany photographed a train and stuck the picture on his website. He thought little more of it until one day he spotted his picture on the cover of a DB timetable leaflet. He demanded compensation from DB, and when they refused he took them to court. The judge ruled in DB's favour saying the photograph was without special artistic merit, and DB had spent millions on the train and track and all the guy had done was press the shutter, therefore DB could be credited with the artwork and copyright.

I think there are lots of people who have time to do stupid things. For many young kids its cool thing.... to make fun of other poor victims.
