This seems to me to mean:
a) Because there was no place to put it in your letterbox, the post office kept your mail back.
b) In so doing, they started to provide you with a Service. For this, they charged you the fee of Fr. 24, just the same as they do anyone who REQUESTS to have their mail held back.
c) It was not a fine at all.
d) When you cancelled the Service, you started getting your mail again.
and most likely
e) If your letterbox gets full again, the post office will probably automatically start to provide that Fr.24 Service again.

Thank you very much for providing the rest of the information. I feel much better about this fee, now.
Maybe it's correct for that situation but apparently, the post will charge you if your mailbox is full:

The official rules:

"2.5.4 Mailbox and letterbox
The mailbox and letterbox must be installed
accordance with the applicable provisions of the Ordinance on Post
(OPO). The mailbox and the annex compartment should be regularly
emptied to exclude clutter. If the mail can not
be deposited in the mail compartment of the mailbox because
it is full because it was not emptied regularly, the letters not
Recommended to be deposited are kept on their arrival,
for a period of four weeks and fees are charged.
Uncollected items are then returned to the sender. "

AGB Service Postal: (agb postdienstleistungen pk.pdf)

https://www.google.ch/url?sa=t&rct=j...jjlK7Mjk5XvUTA

And I understand the OP's initial reaction:
It seems unfair especially when the postman is delivering advertising even when having the sticker "no advertising"...

It's like a way of forcing to pay for their service which would not be needed in the first place without their actions...

Re: Got fined for having my mailbox full!

Having a full mailbox is a sign for some thieves that the occupants are out of the country. In a way, the OP was making her apartment more susceptible to theft.

Sensationalism! For a second I though I was on crappy yahoo.com!

1) I would not call 3 new posts (well in all fairness 2 + 1 crap from you) a "flurry of activity".

2) The thread might have been started long time ago, but the information still valid and present. Which is why we are keep repeating newcomers to "search the forum". So instead of being an old topic, it's fresh and corrected information being added.

Re: Got fined for having my mailbox full!

You should always empty your "Recycle Bin" and delete all your mail from the "Deleted Items"....

Else they will fine you again....

Re: Got fined for having my mailbox full!

Cannot one just get a sticker Bitte keine Werbung? It's easy peasy ...

One should regularly empty one's mailbox. It also looks suspicious if you leave it as is and allow the mail to accumulate overtime. People might think that you are on holidays or moved out. That's ok, but it also may attract potential thieves in some places when seemingly nobody is at home.

Really it's basic advice, nice, but for dummies and a bit out of topic...

The situation is also happening, in some places, when having the "no adverts" sticker! In my case it's the postman the culprit, I checked... Before, in the bigger block of flat, the spammers were several people passing at various hours of the day (well I was rarely there but over a few years I got to a few of them).

And yes, having too much stuff in the mailbox is another indication which gives info to burglar...

Once I was away 1 week only, on the way back there were like 6-8cm of adverts along few mails only, with the sticker...
In other words, without the unwanted and clear information it was not requested, the mail would have been only a few letters. No clear indication for burglars.

Which, back to the topic, seems unfair that the post are putting up a fine, disguised into a service, for something out of the person's responsibility.

Let even assume that someone clearly spam you and out 100 adverts every day to annoy you, what's your possible legal defense? None-

Which is why there is a problem, even if rarely happening.

The Post is by special law obliged to fulfill the contract concluded when the customer sent/deposited the letter. A full mailbox keeps them from just that.

Your mailbox is your duty, full stop. If you're away call upon your neighbors or Post withholding service before the fact.

No, until you've shown it's a real problem (which requires more than one or two outlier events) at best it's a potential problem for those responsible i.e. the renter or the owner if self occupied. See above.

Re: Got fined for having my mailbox full!

One of our elderly neighbours in the UK empties our box daily or every other day- sorts out the advertising and rubbish- then sends on anything that is clearly addressed to us, in pre-stamped self addressed envelopes we give him when we are there, when he has a small pile.

So far, so good. However, and you just have to laugh- really- he has decided to now open the envelopes and send on the content only- including my bank account statements, all bills, etc Don't have the heart to tell him it's not on- he is so kind and helpful- and we have nothing to hide, so ....

I have to agree that mail box should be one's own responsibility. Cannot imagine one should let it get clattered beyond control. I know it might be a bad habit to be caught in, but I check my letterbox everyday. Only holidays can be given as an excuse not to do so ...

Wow, maybe I'm brainwash or something, but as a Swiss I just think the whole time: Why he does not empty the mailbox, how is that possible ?

I always do ... As a matter of fact, sheer curiosity is not my major prerogative.

How on earth will I be able to pay my bills if I don't know what they are ... ?

I put all my junk mail in my neighbours' mail box - that way the thieves will rob their house.
