HOW did you manage to do that? Talking in my house is absolutely futile and the landlord .... futile too.
The only defense-mechanism the three of us downstairs-tenants have found so far is putting the music up. UP. (Noise only travels up and down, not sideways, luckily.) It's developped into some kind of conversation - we put the music up - they may or not get the hint and stop what ever they're doing - we don't notice (cause the music is too loud) so they too suffer for a while longer
Disadvantage: We listen to loud music more often than we really want to. And there seems to be no learning effect.

Not much is specifically prohibited - the laws only say "excessive" noise or harrasment from noise, and that specific times are more protected than others (i.e. lunchtime and nighttime).

You should speak to your neighbour; maybe ask someone to play the instrument and see how it sounds in their property, it may be fine or it may not, and it probably depends on the room you do it in.

In our case, our neighbours are music teachers, but they do it in their cellar - we can hear it in our cellar, or outside, but on the whole its just background music at worst. They actually asked us if it was OK.

Well I always took my trusty shotgun with me when I went to talk to the offending neighbour

I seriuously don't think my neighbours can read ..... or figure out pictures .... or even process information in the brain ......
But shooting them might work. How well are jail-cells insulated?

It's the school holidays now so are some of you sitting with your ear plugs in all day? My neighbours have had the decency to all go on holiday so it's fairly peaceful - fireworks, cats fighting & birds squawking aside.
(There's a thing.. I had to look up how to spell squawking ).

My last set of neighbours went on holiday for three weeks over Christmas.... and left their alarm clock set for five-thirty. Which would then ring for a solid hour because no-one was in to turn it off.
After we wrote yet another letter to the regie complaining about their impossible behaviour they claimed they'd left keys with the concierge... but omitted to mention that they'd recently fitted a second lock without the owners permission and not given her a key to that.
Bastards did it deliberately too.

Yet another reason why we now live in a house!!!
