Indeed UK VAT refund is a scam. Looks good in the store, but it's like getting blood out of a stone. The Swiss tax (VAT now) refund is buyer friendly (was called ICHA).

Things have improved, certainly in Gatwick. There you can get the receipt validated at the customs desk (a little room just off the main departure lounge) and get it instantly processed at the big currency exchange desk (minus the fees, of course). I had my card refunded after a few days.
