Your analogy is incorrect.
The seller of the suit has a refund policy from 14 days to a month or longer depending on the country. You can return it for a refund (or credit) unworn within the refund period stated in the policy.
SBB and ZVV also have a policy, albeit different than the suit seller. They will refund the unused amount on your annual ticket.
The customer knows the policy, goes back and returns. Maybe the suit seller is going to go bankrupt because there are so many returns. Is it the buyer's problem? No, the seller has to abide by their policy.
SBB has been running the trains and has incurred costs throughout the pandemic. Is it the ticket buyer's problem? SBB has a policy and the buyer is entitled to a refund.
