He lives 1km away, so not truly a neighbor, but a local.

We all hang out outside the local store, now that bars are closed, but also before. It is the de-facto Stamtisch since a good while.

Red wine I have in my garages, 50m away.

Spent the aftenoon showing some local kids how to take apart a derelict scooter, even lent them tools.

They were all surprised how useful my Swiss knife was, none of them had one!

And OP ends up with an even bigger bill if they knacker the fan by fiddling with it. Great idea.

OP, if the fan is easily accessible, then perhaps you could clean it. As long as it is accessible from outside of the walls or ceiling, keeping it clean is your ongoing responsibilty anyway, and doing so may make a difference to the sound it produces.

If you'd like to be sure, you could be pedantic enough to make a recording of the sound before you do anything to the fan, and then another afterwards, to determine whether or not your efforts brought about any improvement.

Check the outside lid or guard: can it easily be removed, for example un-clipped, or un-screwed? If so, take off the guard, and, depending how it is made, wipe it down or soak it. Behind that cover, there's likely to be a pipe or a gaping hole of some sort. Vaccuum up into the pipe, and wipe down the entrance, as far as you can reach. If you can, blow into the pipe, or use bellows or a hairdryer to direct air there. Try to listen to see whether the moving air flaps against any irregularity in the pipe, that might need to be removed, such as a stray snippet of paper (a tiny thing in itself, but if stuck, something that can amplify noise most annoyingly).

Let all the parts dry, then re-install them. Check whether the outside guard can be screwed in more tightly, or less tightly, and whether this reduces or increases the noise. Then adjust it to the quietest position.

Beside the hygiene of the matter, which is nice, your caretaker might charge you a fee if he (or someone he sends) comes all the way over to your place to look at the fan, only to discover that all that was needed was a good clean.

Certainly that's not been the case where I've lived.

I'm not talking about any electrical part of any motor, just the cover and the entrance, which can get clogged up with dust which becomes unhygienic sludge. In every Swiss apartment handover I've attended, whether our own or those of others, this space was checked, so I got the impression that keeping the entrance to the fan cleam seemed to belong to "cleaning" or to "small maintenance".

I don't know what the neighbour said exactly, but I would think it perfectly reasonable, if someone was disturbed by the fan, to mention it and ask nicely if there was possibly some way in which the fan couldn't be used at those times. I'd also think it neighbourly for the OP to go some way to finding a solution by either using an alternative light source, like a sensor light, or asking the landlord to resolve the problem.

Once I was sent a lengthy contract with one of the bullet points stating one cannot take a shower between 10pm-6am. It sounded unnecessarily stressful (it was a new building and would be surprised someone could hear actually). I decided to not rent the place.

You should tell your neighbour "C'est la vie" and let her complain to the owner/landlord. If there is a problem with the fan or plumbing, then it is for the owner to repair. If it's an old building, good luck getting that repaired!

And sure, there might be rules for not making noise after 10pm, but this is generally in relation to playing loud music and the like.

Lol, yeah, though you would be surprised how many people don't like the small talk and friendliness of the neighbours.

I think it helps when there are common interests - kids playing together or going to school together etc. And I personally also like older folks who are usually very communicative, especially older ladies.

I don't know what I would do if I was in OP's shoes because I didn't encounter such an absurd situation. Let the neighbour complain to the landlord and just not give a toss?

Actually, such rules are not enforceable - even when stated in the contract:

That said, anyone trying it on with such a contract probably has more annoyances up their sleeve - so you most likely did the right thing.

Older adults became more sensitive to the sound as they get older, and this was not true for younger adults. For example, in loud places like concerts or crowds of people, younger brains react by being less sensitive to the noise. They can focus better on the sound that they want to hear without being distracted by any of the noises around.

The evidence for this seems to be based mainly on a small study using rock music, and then magnified a hundred times by hearing aid advertising. The increase in sensitivity is for low frequencies, at higher frequencies where you would expect the noise from an extractor fan it is accepted that older people lose hearing acuity.

In any case this is beside the point for the OP - they still have the right to go to the toilet without being bothered by their neighbour.

I think it is important to be considerate of neighbors, but at the end of the day - we all live in the same building and have to expect that we will hear them now and then. If you want complete and total silence, then well ... does that exist anywhere? Even forest animals make noise.

Don't you mean: Provide a link because I can't find one myself?

For new dwellings (in the U.K.)The regulations do not explicitly state that the fan must turn on when the light switch is turned on but in practice, this is the way it is done as it is the most straightforward and practical way. (a motion detector or humidity sensor can also work but for a WC alone, a humidity sensor is not allowed as the primary objective is to exhaust odour and not humidity).

Should be set up to operate without occupant intervention.

You can read the rest of the document at your own leisure as there are more points you may want to address.
