Despite what they told you, it is actually the police's responsibility. Certainly where I live, it's the police who come round and do all the checks, though I guess the local authorities might assign the task to someone else.
I suppose if you wanted to have fun, you could go into the shop, get them to call the police and then point out the practice of no masks (wearing a mask around your chin or below your nose is tantamount to having no mask) to the police. That would force them to do something one way or another.

You seriously think that those guys care enough about you asking them to wear a mask, that they would then actively stalk and harass you? That is some paranoia.

Yes it's annoying to see people around food with their masks half down and yes it is not in line with regulations, but I am not sure it's worth getting banned from a local store that you presumably rely on for frequent convenient shopping.

Back to diplomacy and and good manners, I've learned a lot in the last year while visiting small shops.

The most common occurrence is that a shop owner politely asked me Would you mind if I don't wear a mask?. Most of times I said Go ahead, I'm also tired of wearing this thing because we were alone and outdoors. Other times I said Yes, I do mind just fur curiosity and they kept their masks on without further discussion.

If someone is really tired of the mask, the least they can do is ask the others, right?

However, I am ambivalent about if I should do so and whether anything would come out of it. My concern is that I live in the area, though not next to the store, and they know my car as well. I am worried that I may get into trouble if push comes to shove and I certainly don't want to be afraid of walking around my apartment or constantly checking whether I am stalked.

So, should I let it slide?
Why in heaven’s name would you continue to shop at a store where you have concerns about their health and safety practices? What goes on behind the scenes is probably worse than what you see.

Hi, is that the police? Yeah? We have a guy here in our shop. Refuses to leave despite being banned from the store. Is causing distress to the other customers. Claims we're not wearing our masks correctly. And has been saying racist stuff too. Ah, you don't have time. We'll just gently put him out through the door then? Righty ho.

Personally I wouldn't bother reporting it to the police because I wouldn't be going back in the store.

If they were stacking shelves I would be less concerned, but working with exposed food and not following hygiene rules around coronavirus doesn't bode well for their hygiene in other areas. And if the people who run the show don't follow the rules, the others are only likely to be worse.

Of course people say "it's only this one thing", but we don't get to see how they treat food in the warehouse/preparation area and out of hours, only what is shown in public which is normally better than the rest.

Meanwhile several small shop owners here in the old town don't wear a mask at all ... I figure it is their shop, their risk and whoever chooses to still shop there is choosing to risk themselves too. Not my problem.

Some people just need to learn how to live and let live ... I greatly admire the grocery store workers who have exposed themselves everyday & worked hard to keep the shelves stocked while many of us were able to eat safely in the comfort of our home during this time. I hope they get a big bonus ...

a home is a private space but a shop is not. the shop is serving the public, it is a public space and should follow those rules. a bar owner cannot overrule the cantonal no smoking ban because he owns the bar. its nothing to do with live and let live but more to do with the law

It is the police's job & the courts to make citizens abide by the law, not yours. I see nothing wrong in banning a private citizen who continues to harass an employee at a store with a business that is not his own. If the business is doing something against the law, it is up to the police to enforce those laws, not a customer. OP informed the police and well, they chose not to do anything about it because there are more important things in this world.

To be fair to the OP it IS very crappy for people to have their masks down handling food FOR OBVIOUS REASONS. The OP may certainly have overreacted, but a "douchebag" they are not.

After all, nobody wore a mask in Spring 2020 either.

I'm more concerned about hand-hygiene TBH (touching food, touching money...)

It's crappy that they don't wear them properly, but if the store-employees don't police themselves, the ball surely isn't in the customers' field.

This world already has enough busybodies and barraters, no need to be another one.

It looks like there's no equivalent English word for the German word "Querulant".

And why do you think that is? Could it be that there was no pandemic previous to 2020 and no guidelines in place to wear masks in stores to reduce the risk of transmission of the aforementioned pandemic virus?

would the police be right in ignoring a smoker in a public bar, even if the bar owner allowed it? no, its against the law.

and its not only the duty of the police and court to make people abide by the law, private citizens also have a duty

Private citizens are not police officers - their only duty is to inform those who can enforce the law or ask the person who is abusing the law to stop. If both of those actions are ignored - then you move on. FFS - this isn't someone committing an actual crime here.

masks are mandatory in public spaces (BAG) including shops.

maybe the OP should take his custom elsewhere and stop stressing but I can understand why the OP is getting upset
