I catch myself spending all the time locked up inside looking at job postings and real estate in sunnier parts of the world.

There are parts of the U.K. (considered a rainy place) that actually get less rainfall then Jerusalem.

Geologists are still debating whether to link this event to recent excessive rainfall or the failure to prevent specific immigrants from leaking their entitlement over southern Switzerland…

I think the language only starts playing a role if you wanna upgrade the permit.
The fun factor comes when someone misses out on a 350K/year job in sunny, taxfree Monaco due to not speaking Italian. Having missed that chance by being the cool dude in Ticino for a decade or two. |

Everything works in Italian here, especially government offices. 
Very few people speak English, especially among the 70k frontalieri.
Tom | | | | | OK, I learnt Italian 45 years ago in high school, so it is still quite (very?) rusty.
I have found that I have been able to find people in the cantonal and local authorities that speak mainly German, sometimes English. In our comune, I have a choice of English or German, although I only ever resort to those languages when I am clearly struggling to make myself understood.
We have found in stores that more people speak English than French or German. If someone speaks another language that is... And actually, it appears that most of those that speak English are indeed Italians. The first foreign language they learn is English, so I have been told. They are not encumbered with another two national languages that need to fit in the curriculum somewhere.

I only live 20K from Lugano, but the weather has been crap. I only need to add up the number of times that I cancelled a visit to the recycling plant because of rain to know that. Sure, they have been sunny days in between, but there has been a LOT of rain. Can't remember ever getting as many flood and storm warnings on the Swiss meteo app as we have this summer. Although maybe I could narrow it down to July. May and June weren't so bad.

I studied French as first foreing language in the age 6 to 14, English only started at 12yo. I guess the reason was the presence of French and German minorities in Italy (Valle d'Aosta and Alto Adige, respectively).
But then English took over, as it is the language of business, science and internet, and now it's like you describe it.
