Haha, I have heard about this happening too. Serves them right anyway if they get a fine. Paper should be recylced properly and not just thrown into the bin.

OP:

Count yourself lucky that your black-bagged offenders graciously put their rubbish in the bin. Some @#$^er decided he could get around the system by putting his black bags in front of our house. In Basel they won't collect the garbage if it's not in a proper Bebbi-Sack, so the garbage guys just slapped a big red "invalid" sticker on the black bag and left it stink for two weeks in front of our house. We finally took it inside to stash it in a dark corner of the garden. I think it will decompose by itself before anyone gets around to buying the stickers to dispose of someone else's trash.

But surely from the OP's point of view that would also be a good thing? If they either refuse to take them, or take them and hand them over to the police, then either way there's nothing for the other residents to worry about.

Probably people were stealing them.. they also only sell shaving razos at the counter for that reason

They aren't and save money in the process while those that follow the rules are punished by paying through the nose for their bags.

It's usually those who don't know the rules that are caught and fined. Those who know the rules but knowingly ignore them make sure that no piece of paper with their name on it is in the bag which reduces the chance of getting caught to about zero.

There's some black bin liners that have been parked outside my apartment for over two weeks now, with the bin men refusing (hehe) to take them.

Will they stay there for ever if nobody reclaims them?

If I tie a proper bag to them, do you think that the bin men will take them?

Don't know how it works in Basel but in Zurich they employ a specialized snooping squad which collects the illegal bags, cuts them up and looks for any traces pointing to the culprit.

Did you arrive in Switzerland today? If not, you'd already know that the response is to complain to all your neighbours (by passive agressive note), your landlord, and the police.

THis is the reason that taxed by the bag systems, while they may sound logical, don't work that well. Unless you live a "Big Brother is watching" sort of state.

Coming from the USA where this sort of crap is much worse, as far as I can tell, I would support brutally stiff penalties for people who dump their rubbish in "non collection point" areas, e.g. the underpasses, etc. For those who make a mistake or don't understand, like myself when I first moved here, it would be better if the policing action was more understanding, unless there are repeat offenders. There is no need to turn the everyday disposal of rubbish into an activity suitable for it's own Secret Police.

You need to be careful doing that. I know one chap decided to go shopping in France. After he left home, but before he got to the border, he got rather embarrassed by the amount of rubbish in the car, so he stopped, bought a role of black bags and filled one up - fully intending to dispose of it legally, once he got home . He was stopped by French customs, and they wouldn't let him into France.

Although, I am glad that we don't have bin bag/sticker tariffs were I live, as it would just be an additional expense due to the fact that the way our taxes are figured we just pay and don't get a refund so it doesn't cost us more or less to live here.

They do have a snooping "service" in Basel, but the enforcement is only sporadic. That's why the SVP introduced an initiative to create a mobile garbage-police force whose sole objective is to go through your trash. I kid you not. Take a look.

I'm not sure what is worse, the initiative itself or the gut-wrenchingly awful acro-name they came up with: PoliCLEANmobil.
