the term "Aufklärungsrate" is used in a slightly strange way. A case is considered solved ("aufgeklärt") if an offence can imputed to a person by the police regardless of whether he really is the author of the crime in question. So according to the statistics a case is solved if a person is charged with an offence, but later on acquitted by the courts.

I don't think that the way it is used can be qualified as strange: The numbers we discuss are from the "Polizeiliche Kriminialstatistik" (criminal stats according to the police). It is not the job of the police to judge. The original report is quite clear about that.

As it is often the case, one needs to clearly distinguish between a statistical report (of numerous pages) and the conclusions journalists and other people draw from these reports.

Some time before in the Irchel Park the police was searching for a reaper... i dont know if they catch the guy. Anyway take care if someone must cross the park at night.

That was in April and May 2010: A man attacked twice random women with a slap apparently to scare them - no injuries, rape or anything. I guess in the UK it would fall into the "happy slapping" category, only less severe. Never happened again since... avoiding a park based on this is the exact unqualified fear mongering I was talking about. Irchel park is perfectly safe and so is really pretty much all of Switzerland.

If you look more closely then you will see most of the non-Swiss committed crimes are committed by non-Swiss who are not legally here ; consequently they are not part of the "20% of the population" but are additional to that 20%. Also many of the non-Swiss without permits come here specifically to commit crimes.
Not something the SVP seem to be keen to publicise.
