Yes, the wave of refugees coming from North Africa, quite many of them people from Sub-Saharan Black Africa and from Asian countries, is becoming a serious matter. On previous occasions, Switzerland, by capita of its population took far more refugees than its European neighbours. To curb the influx, it is not only the army which uses drones to supervise the border areas but also additional units of border guards are dispatched to the Ticino. As there between now and late June is the time of military repetition courses, some of these WKs (Wiederholungs-Kurse) may even be shifted into the Ticino.
Italian Prime Minister Berlusconi now tries to reach some agreements with the Provisional Government in Tunis to the effect that the Tunisian coasts gets controlled (again) by the Tunisian CoastGuard. But, in principle, people ought to have the freedom to get out of their country, whatever. At the other hand, immigrating into Europe as an Illegal means to enter Europe as somebody with no rights, forced to take any kind of employement, treated as a piece of shit, etc. Two sides of the same coin.
