It mainly depends on the kind of job you have.
I can't imagine seeing a banker, a doctor in his practice, a sales person, a civil servant having to receive people,..., a professor or teacher in front of his class,..., and so many others in shorts.
Things are different in Ticino, teachers in shorts is normal, despite school closing during the hottest months (mid-June until September). Sales person, depends what they are selling.

Man here in Lugano people dress like they're going to a model parade *coughs* pretentious metrosexuals*coughs*.... and this is the case for mostly anyone!!!
I guess I hang out in different circles, as I've never noticed this, and I've lived here for 21+ years!

No, but I do know enough Swiss to claim what I stated before... plus I get the same vibe and see mostly the same scene when I cross the border... So yeah.
lol... When I arrived, I laughed after seeing many men in bright red/green/orange corduroy pants with driving loafers (no socks), polo shirts (collars up) and pastel colored sweaters draped around their necks.
Scratch head and balls (not necessarily in that order)
Stretch
Scratch balls again (just for good measure)
Locate undies drawer, select a suitably unsoiled pair of grey boxers (used to be white, but hell, who sorts anyway?)
Stand up, pull stomach in, admire myself in the mirror, especially my 57% visible old fella
Attempt to pull on boxers without a) falling over or b) putting my back out
Sit back on bed, recover breath (how much did I drink, really?)
Locate a pair of socks (yeah good luck with that)
Attempt to pull on socks, whilst still avoiding the hazards detailed above
Stand up
Sit down again
Stand up
Find last night's jeans. If not at end of bed, maybe in the bathroom. If not there, then I'm fooked
Pull on said jeans, frantically hopping around the room, like you do, trying not to wake up the a) the wife, b) the cat
Remove soggy tissue from jeans pocket (I've got hayfever, OK, before you go there)
Select Guiness-stained shirt
De-select Guiness-stained shirt
Bingo! Clean, ironed T-shirt in cupboard. Today is going to be a good day!
Pull on T-shirt, only to discover that it had been tumble-dried and now only comes down to somewhere just below the navel, exposing beer belly washboard stomach
Meh, the chicks love it
Leave bedroom, tripping over aforementioned, and now wide awake and hungry, cat

Are you sure about this generalisation? I've lived here in Lugano for a couple of years now, and that's not the idea people I meet on a daily basis give me. Average Joe is not obsessed with fashion. There are people who correspond to your description and I agree that there are probably many more of them here in Lugano than in other parts of Tessin or Switzerland in general, but they are not the majority.
They are confined to the circles of high-paying white-collar jobs (banks, managers, etc) and, for reasons beyond me, many teenagers are like that too.... as well as of course a good percentage of those Italians that come to Lugano just to play at the Casino and visit brothels.
But everyone else is dresses pretty "normal" and is not so fashion conscious, IMHO. In fact, one of the things I appreciate about this place is that people are no so obsessed with fashion.
A lot depends on your circles and the places where you hang out.

Well perhaps I exagerated with the "vast majority" but regardless most people do...
And I'm not refering to my circle of friends or any group in particular. I'm talking about what's most common to see around when going out for a walk dowtown(among luganesi of course, not counting the tourists, etc)...
To me it's just surprising how many people care for fashion here and follow it. I've never seen anything like it in the rest of Switzerland, so yeah....
I don't know what's all the controversy about this when most of my Swiss friends from "inner Switzerland" (north of the alps) who've come here both for visit and work find it peculiar as well...
