was sitting on the terrace in a restaurant where smoking is allowed. Someone lit up a cigar and blew the smoke everywhere for 1 hour.I wanted to tell him that his smoking offends me but did not. Should I have told him?

It's a bit like going to watch a boxing match and complaining that the competitors hit each other.

I have to agree with AbFab; smoking on the terrace is legal. If it offends you go inside or change your location. I don't smoke and am very happy to be able to eat in restaurants smoke free, but I can understand why smokers would be offended if you advised them you found their smoking offensive whilst they're obeying the law

We went to the village fete today.
It was lovely, but someone ten feet away started smoking. The smoke drifted our way.
I was going to beat him about the head with a baseball bat, but then I remembered that I'm not a complete twat.
I suppose I'll just have to get used to the fact that the world hasn't been created entirely for the benefit of Dougal's Breakfast.

I mean, on outdoors-terraces, smoking IS allowed. You CAN approach somebody about the problem, but rather might check up possibilities to move to another place.
I always enjoyed starting a Sheesha right beside some cigarette smokers and calmly tell them that I am a NON-smoker ......  and when they went up "but it stinks" retorting by "but miles less than your cigarettes"" ----- amazing that 98% of all complainers were and are cigarette smokers

I think smoking stinky cigars is a disgusting habit. If we allow them to persist without reprimand, calling the police or leaving a note on the table in front of them, before you know it we will all be in mortal danger of watching someone else having a good time. Something must be done.
