Schweizer Arbeitszeit regulations call 'day work' the times between 06.00 and 22.00. For this no permit is required - but for 'nightwork' between 22.00 and 05.00 a permit is needed. The time between 05.00 and 06.00 is probably overlap time.

First speak with the construction-Firma about the work time. If no progress, you have the right to call the police.
