What ARE the rules on the path?

I was perusing through the Middle Aged Women Joggers thread, and it reminds me of a question. What the heck are the rules here on bike/walking paths? I am so confused. We take the same, paved path from the train every day, there are walkers on the left, walkers on the right, scooters rolling down the middle, and bikes every which way. I see paths marked walking on the right, bikes on the left, but later down the path in the opposite direction there will be the same which means the bikes going one way runs over the walkers on the other. And the path isn't very wide! My kids are utterly confused and sometimes in the way because there don't seem to be rules they can just follow. And if I hold their hands we take up too much room on the path and we get dinged by bikers. Assistance please?

Sorry, I'm not too sure myself, aside from suggesting that it probably generally is a "slower traffic on the right" sort of thing. So, if you're walking, keep as far to the right as possible to allow the cyclists and skaters in the middle.

Use common sense and dont take up the full path leaving room for faster path users to pass you
