Various Official Documents less then 6 months old...

Does anyone understand this? I have been in a position where a US marriage certificate, or a birth certificate, etc... have gone out by even a few days while the byzantine wheels of Swiss bureaucracy slowly grind. Until I came here, I had the same birth certificate for decades. I am now on a friendly chatting basis with the department of vital records in Pennsylvania. What is this insanity? No less then 5 times in the last 6 years have I needed to get these documents (reprinted that is). Including when I bought a house!
