My line is quite a lot further along than yours, I suspect. I don't really care what other people do with their own bodies as long as they don't touch me or anyone I care about. I especially don't care in a building which is designated for the whipping out of willies and the emission of body fluids. Rather a public lavatory than a public park, surely?
Indeed- and yet. Wonder if your line might change if ever you are confronted with such a situation if you ever have to take kids to a public toilet and ...

OH was a very early reader- and he was a toddler he went to a public toilet with his dad and carefully read the sign on the wall then asked 'daddy, what is a venerable disease?'. Now that was funny, but he'd hate to explain to grandson if ever they were to witness sexual activity in public WC.

Re: astonished at toilet at lausanne station...

I remember one particularly memorable train trip. There was a pair of young lovers, possibly not even quite of legal age, who went to the toliet together, went in giggling and came out some minutes later with their clothes in disarray. This was repeated about four times in the course of a one hour train journey. I think they thought they were being discrete but the entire train carriage was highly entertained.

Why would it change? My moral position is my moral position. It isn't subject to change at whim just because somebody is doing something which doesn't directly affect me or the people I care about.

What harm, exactly, is somebody having a wank going to do to me or my children?

Ah youth, having sex instead of making love

1) It is illegal
2) Noone is forcing them to watch

If you feel offended you're free to press charges (Art. 198 StGB).
But let's be clear on how this law is applied in practice. In Switzerland, public sex is completely legal until a civilian (and only a civilian, not a law enforcement officer) files a complaint. If such a complaint is filed, then the police must tell the person(s) to stop, and only if they do not immediately stop can they be fined.

As best I can tell, this is so that people can have the freedom to, for example, have sex in the forest or on their balcony, where there's a low (but non-zero) chance of running into others. In theory, though, you could try screwing on Bahnhofstrasse and the police couldn't do a thing until a passerby complained.

I believe there are exceptions for schools and the like, for obvious reasons.

Whether you agree with it or not, the Swiss populace has decided that this is as much limitation on public sex as it wants. (Don't like it? Time to start collecting signatures for an initiative.)

Re: astonished at toilet at lausanne station...

There was a time when i was a teenager, men were going into the Ladies toilets to "pleasure" themselves and asking the ladies and girls for help.

This was in the restaurants in Geneva train station. My friends and i used to laugh about it. Did you see him today? sort of conversations. There was another guy on the train home from school who would do it under a newspaper. We all knew who he was.

It's sort of sad that it became a norm to see this happening reguarly. But, as Odile says, if i had been younger and on my own i would have been frightened. But a gaggle of giggling schoolgirls have no fear!!

There was one time i was on my own, but i did have the advantage of being able to run faster than the guy.

I don't think there's any indication that this kind of thing is happening more now than in the past. The media just likes to sensationalize it, and the Internet makes it easy to find and bring together disparate reports.

It's true, my sister is sixty and remembers a man "asking her for directions" from his car when she was about 10.

I'm pretty sure that it was much more common in the past.

a) Many public restrooms have either been closed or converted in ways which make it much more difficult or even impossible to engage in activities like the one mentioned by the OP.
b) With today's technology there are many other ways to find someone to have casual sex with than to hang out at a dirty public restroom.
