I haven't received my B permit with corrected address after moving apartment until I moved out year later. I have been sent to various offices but nobody knew anything concrete. No - the ticket is for doing (example) 57kmh in a 50kmh zone. Just because they give you an allowance doesn't take away from the fact you were 7kmh faster than the limit.

No, it's no allowance. Read the ticket carefully. It is to compensate for the measurement uncertainties. And it was on the motorway.

There are no real measurement uncertainties, the radar detectors are actually close to 100% accurate. The allowance, and that's exactly what it is, harks back to when both speedometer and external equipment readings were much less reliable, and remains for a variety of reasons, mainly just to ensure that it can't realistically be challenged.

So you get a ticket for 1kph over the allowed speed, not the legally defined limit, which you would have been exceeding by a genuine 6kph or so, and which incidentally would have been reading even higher on your speedo.

Of course there are measurement uncertainties in both radar and lidar measurements! Chief of them are atmospheric conditions and the most interference is given by a liquid water (droplets) in the lidar/radar beam path. The movement of those droplets can cause up to 5% of error (in the most unfavorable circumstances) both in plus and in minus. Additional noise can come from windscreen coatings (fractions of %), metallic paints (microwave spectrum scattering) and even from the angle of the vehicle (very small error but still it ads). The allowance is not only for drivers momentarily not paying attention to the speedometer, but also comprise possible adverse effect on the measurements (it is stated very clearly on the French tickets). I have spent many years in the remote sensing and I know very well how it works (we have measured train speeds for environmental protection agency to model the noise-due-to-speed in urban areas using microwaves). We also used lidars for wind speed measurement - many many sources of errors, believe me.

Yep, happened to OH 3 times - 40 CHF here. At the end of the day, there has to be a cut off point, and you were beyond- end of.

-Tram tracks near the office are being repaired for 3rd time in last 2 months. The repair seems very thorough: all the soil from under the tracks is removed, 0.5 meter deep. Still it is very likely that one will get to see the 4th repair.
-Three large buildings within 300 m radius are being refurbished at the same time. On one of them they use a helicopter to mount the roof beams.

Certainly, there's some uncertainty in the measurement. But what can work against you can just as well work for you. So there's the not-too-unlikely possibility that you first are measured multiple percentage points slower than you actually are, and then get the uncertainty margin deducted, to boot.

Plus, of course, the typical speedo will show 10km/h or more too much when doing around 120km/h. How much had you cruise set for, 140km/h?

So you effectively complain about yourself guessing wrong by 1km/h

The adaptive cruise control does not work well on downhill. The speed has to be much more over limit for it to apply the brakes, at least in 2009 Toyota system...It is designed to follow traffic, not the road conditions.
