Refund of social security payments???

Is this normal? Background:-
10 years ago my partner who is Swiss found herself without a job for about 12 months as I recall. She applied for social security and was paid about 15000 Swiss francs over that period.
Now 10 years later(!!!!!) she has been asked to repay the money to the gemeinde.
Is this normal and reasonable or unfair? Anyone else experienced this?

The time frame seems exceptional. But I have heard that social security has to be repaid if you later on have sufficient income etc.

Addition: it seems to differ per Kanton. And yes, googling this I found several articles on people who were asked to repay this after a lot of years.

Social security is a loan in CH, unemployment pay is insurance which does not need to be repaid.
